My main question is that if Arbitron isn't in the 'actual broadcasting' business (i.e., actually having radio stations blasting something out on the airwaves). I'd tell the FCC, Obama and everyone else in this policially correct 'affirmative' administration to "take a flyin' effin' leap" and Eff Off!
This also under-represents twenty-somethings and many thirty-somethings who are quite likely to have cell-only households, regardless of minority status.
And how does PPM work if 90% of your listening is done in a vehicle?
Clearly there must be a “correction factor” applied to Arbitron results. A shift from conservative talk to urban contemporary is the desired outcome, so arriving at fair, reasonable, and commonsense correction factors should be straightforward to correct the obvious injustice of simply logging what station is on.

The PPMC is claiming that the abjectly poor, downtrodden and forgotten minorities “undercounted and misrepresented” in this new methodology only have cell phones and not land lines, and therefore are missed by the Arbitron PPM placement process.
PPMC alleges that the PPM sample is deficient because only five to six percent of the PPM sample is comprised of cell-phone-only households, while a significant and growing percentage of young adults and Hispanics and African-Americans live in cell-phone-only households. PPMC asserts that 19.3 percent of Hispanic households and 18.3 percent of African-American households are cell-phone-only, whereas 12.9 percent of non-Hispanic white households are cell-phone-only.
There is an opportunity here for a competitor to Arbitron that talk shows (or others) can use for their advertisers. Then if other stations wish to woo me with the prospect of vast listenership to justify high ad rates, I can do some shopping.
For podcast and streaming, the customer can get actual clicks and downloads, so this is not a problem.
But why should Arbitron have a monopoly?
The leftists couldn't attract advertising revenue, thus they died the appropriate "unloved" death. If there is trash coming out of the speaker, I'll tune elsewhere. If that doesn't solve the problem, I'll turn the radio off. I have no obligation to listen to anything or watch anything.

I don’t care if the “Hip Hop” and “Spanish” stations are the highest rated in the area, you aren’t going to make me listen to the trash. Lefties have public radio, nobody wants to listen to their crap. They had “Air America”, nobody wants to listen to their crap. They have 7 out of 8 major news networks, and practically every newspaper, nobody wants to listen to or read the crap. Along with free speech comes freedom to ignore what you don’t want to hear.

I’ve already tuned out most of TV — mindless trash, the same “news” repeated over and over again for months, blatant leftist political bias, sensationalism, emphasis on everything negative about our world, and outright lies. People ought to kill their TV’s, forget about buying new ones, and start reading books. The average American probably hasn’t read a book in 30 years.
Many people have non-stop sports on their TV’s. It’s just background noise. They probably don’t even know at a given moment if the Yankees are playing the Orioles, or if the Lakers are playing Utah. But the sounds are comforting and help ensure that we don’t have time to think too hard about what’s going on in the real world. People don’t even notice that their freedom is being eroded by the minute by bigger and bigger government.
Shutting off TV’s would also save a lot of electricity. And who knows, our children might even read the Constitution and discover that it has been trashed.
