Whether he wanted to be arrested or not, it still makes no sense that he and others were arrested for doing something that a huge number of people do every day and are not get arrested for it (tresspassing).
It was not up to Keyes to be arrested. It was up to the arresting officer and the arresting officer was told to make arrests by someone else.
