The problem I can forsee is that states that liberalize their gun laws can expect an influx of a criminal element because they use guns too.

If you really believe that, you should post a sign on your front door stating "occupant unarmed" to keep the criminals away.

We can dream but.....there are no steel mills in Montana that I know of. If a manufacturer buys steel to make weapons out of they are engaging in interstate commerce. This law will be struck down.

(2) Upon written notification to the Montana attorney general by a Montana citizen of intent to manufacture a firearm, a firearm accessory, or ammunition to which [sections 1 through 7] apply, the attorney general shall seek a declaratory judgment from the federal district court for the district of Montana that [sections 1 through 7] are consistent with the United States constitution.
