U.S. Embassy Kabul released the following Warden Message on April 22:

Recent intelligence reporting indicates that insurgents are planning to conduct a suicide attack against U.S. personnel in the Serena Hotel in Kabul using a vehicle borne improvised explosive device (VBIED). Separately, insurgents may carry out attacks in and around Kabul on April 28, 2008, in an effort to disrupt celebrations and undermine the Karzai government. During last year’s Victory Day Parade, insurgents launched a failed attempt to assassinate President Karzai using small arms fire and rockets. In addition, Afghan security forces will close down several roads in and around Kabul and set up road blocks and checkpoints.

The Consular Section reminds all those traveling or residing in Afghanistan that no part or the country should be considered immune from violence, and the potential exists throughout the country for hostile acts and kidnappings, either targeted or random, against American and other Western nationals at any time. We ask that you please frequently update your contact information at https://travelregistration.state.gov, particularly when moving for extended periods of time to a different part of the country. In addition, please relay this message to all U.S. citizens who are currently in Afghanistan but have not yet registered with the Warden Message system. We take this opportunity to remind American citizens of the continuing threats outlined in the current Travel Warning for Afghanistan and Worldwide Caution Public Announcement.
