President Woodrow Wilson signed The Federal Reserve Act into law in 1919 and said:

“I am a most unhappy man. I have unwittingly ruined my country. A great industrial nation is now controlled by its system of credit. We are no longer a government by free opinion, no longer a government by conviction and the vote of the majority, but a government by the opinion and duress of a small group of dominant men.”

That's pretty much the key thing, right there.

The Federal Reserve is bad.
Income Tax is bad.
Popular election of senators is bad.

I believe Wilson was involved in all of these. He's always on my list of worst presidents.
