I'm sure it does not. However, there's quite an impact when you get the bill for:

"Police and firefighters...at the downtown location for about 1 1/2 hours, securing the scene and conducting field tests for possible hazardous substances or volatile compounds."

One could also take the tea, place it in a paper bag on the doorstep, proceed to incinerate it and ring the bell. There is no time to await fire dept personnel and the chump who responds to the doorbell has to stomp it out. I hear they used to do this with other substances back in the 20th century.
