I'm sure it does not. However, there's quite an impact when you get the bill for:

As usual, I am a little slow at getting the point, but it appears to me that:
Tea bag protests are highly publicized and are going on by the thousands all over the country.
A tea bag is readily identifiable.
This mailing as identified as a tea bag protest.
Dims expect to get them.
THEREFORE: It seems to me that this person who turned in the alarm turned in a false alarm, knowing full well that it was a false alarm and is the person who should not only be charged the costs of the responders, but should also be criminally prosecuted for turning in a false alarm.
