"They're seeing the new US administration. They're seeing Gordon Brown and David Cameron both advocating dramatic changes here in the UK."
What they are seeing is that they better hop on board in order to be able to game the system to the harm of their competitors.

Oh, I am certain all of the Third World Countries and those to whom our Manufacturing and many of our Service Sector jobs are being exported to would definitely agree - That is if they are excused from any compliance.
IMO This is just another ploy to burden Industrialized/Mature Economies and improve the situation of Third World Economies, many of whom are Dictatorships or otherwise Totalitarian. The so-called ‘Kyoto’ Protocols were just that type of surrender.
