The Dickey-Wicker amendment (honest thats the name) is a ban placed on the use of tax payer funds in the creation and experimentation of human embryos within private clinics. It is a yearly debated law that has usually been upheld without much dissent, and one that President Obama feels should be left out of his announcement this afternoon, and instead be left up to the Congress majority to decide without his position being made clear.
We are committed to pursuing stem cell research quite responsibly but we recognize there are a range of beliefs on this, Melody Barnes, Obamas domestic advisory adviser, explained of the decision.

The Big 0 did the right thing on this. Our country shouldn’t be run via executive order. Sending it to the legislative branch was right.

Exactly so. He damn well knew about Dickey-Wicker, it's a sop to the +50 A-A crew who supported him at 95% in '08 and who also greatly distrust ESC experimentation -- and rightly so.
