Simple math (using these stats) says that roughly 10% of bomblets did not explode after dispersal. I wonder if that is ‘usual and customary’?
I also wonder of the estimated total of 2500 is akin to the estimated number of civilian deaths in Iraq (caused by coalition forces’ actions).

To clarify: The photo was included by me to “visually” describe the act of “cluster bombing” an area. The land in the photo is not Serbian land to my knowledge.

These bombs are nasty. In fact a UN Court jailed a Serb (Milan Martic) for 30 years for launching these cluster bombs in the heavily populated Zagreb:
