Charles Whitman was the shooter in the UT Tower and yes he was pinned down by citizens with rifles until the police could climb the tower and shoot him.

NO that was University of Texas. Ultimate enemy of Texas A&M.

From what I know about the Corps at A&M, the authorities need not worry about the students. Possibly about any perp.
