Kimo Apana, a former Maui County Mayor, testified that he brought a friend into MMMC with a stroke this week and although they needed to admit the friend, there was not a bed.... (so they are now thinking about allowing another hospital, after blocking one last year)

This is a report of a CON (Certificate of Need) hearing which is a really bad idea of the Carter Administration that has never died. It lives on like Dracula in mostly Liberal states (e.g. Hawaii and here in Maryland) and is a mechanism whereby the local, intrenched players are able to block any and all competition by testifying that there is no "need" for a new facility. They can then take the Orwellian position that a new, "unnecessary" facility would just raise costs to the consumer and should be prohibited.
If this rationale were applied to fast food, no Burger King would ever be allowed to open in a town with a McDonalds.
