I think this a**hat is refering to the controversy several years ago that the differences in severity of punishments between crack cocaine perps and powder cocaine perps was racist because white folks used more powder and blacks used more crack. It was racist because sentences for powder cocaine were less than for crack.
I think Rush argued to make the punishments the same. End of racism.
