Brim has a history of arrests in the District of Columbia, including for prostitution in Oct. 30, 2006, possession of PCP in 1994 and possession of a gun in 1990, according to court records. In each case, prosecutors declined to file the charges in court.

And here's the result - a criminal with NO fear of the law.

If it was some $8 an hour drone handing out flyers, I doubt police would have done more than take a report, if they showed up.

But since it was an officer in that suit, a herd of cops show up and haul the driver to jail.
