A personal banker in Arlington, Va., is quitting his job after Chevy Chase Bank, one of the largest and best-known banks in the Washington, D.C., region announced it will begin accepting consular cards from customers who many suspect are illegal aliens.

The bank announced its "Hispanic Banking Initiative" during a pilot program and is now accepting Matricula Consular de Alta Seguridads, or MCAS, at all of its branches so customers without U.S. government IDs may open accounts.

I will have to break RANK with a lot of Freepers, but the guy is just ABSOLUTELY wrong. I brought a young Mayor of a town in Mexico, he ‘just’ wanted to open an account in dollars, and ON LINE while he was in Mexico, wanted to use his American account to move his money around. We went from bank to bank...and if you don’t have an American S.S #..you had to take a walk. In Mexico, they’ll take deposits on dollars, yen, marcs...rubles..and they just need to see a passport. People are dumb, that Mexican’s can’t come to the USA and spend PESOS, for the merchant at his ease deposit it into an account to be processed into dollars. Loosen up folks, it really is a world economy.

Bet that makes Chevy Chase Bank's stockholders nervous. This is usually one of the first symptoms of "bank meltdown".

Chevy Chase is apparently no longer solvent, or will shortly no longer be solvent. Anyone who has assets above $250,000 in Chevy Chase would be wise to move all their assets to a different bank.

“Hispanic Banking Initiative”

Why are illegal hispanics singled out? That sounds discriminatory. Why not illegal asians and illegal Africans and illegal europeans, and illegal middle easterners?

When a bank goes bust the FDIC only pays off on accounts where the owner/depositor has a social security number or a tax ID number.

We had a WAMU down in Woodbridge VA that had thousands of Hispanics lined up for withdrawals just a couple of days before it went under. If they hadn't done that they'd had nothing.

I don’t think that the fact that he is black is going to protect him from an IRS proctoscopy!

You are absolutely correct. Chevy Chase Bank is in real trouble. You offer wise advise.

Does Bank of America accept this bogus form of identification, too?

Chevy Chase Bank should call it what is really is, “The Illegal Mexican Banking Initiative.”

Don’t many illegals have TINs that they use to file for income tax refunds?

Do you realize ANYONE can get a Mexican matricular card with no documents to prove who you are? I know several talk show hosts who got them no questions asked.
Do you think they should be used as a legitimate identifier?

[Ben Stein mode] They just need to see a what? a what? A passport.

Sorry, having an MCAS instead of a passport and visa or at least whatever they call the border crossing card is a big red flag that the applicant isn't here legally.

Recent changes in laws made it much more difficult to open an account and ID requirements much tighter. I would love to get some anonymous bank accounts and prepaid "credit" cards for purchases I don't want associated back to me. It is no longer possible. I was looking at opening a new savings account and I have to provide my driver's license number, passport number or military ID number, and I guess they will verify that. The account is only available to US citizens or to resident aliens who can provide an alien registration card number instead.

Naive, aren't you?

Loosen up folks, it really is a world economy.

And a big part of it is laundering money used for drug trafficking and terrorism. Wake up!

Opening an account for $100 is HARDLY narco money. For those of you in Santa Monica, not EVERYONE who carries a Mexican passport is dedicated to transporting cocaine.

Just to be clear, it was the acceptance of Matricula Consulars and ITINs by banking institutions - a practice that FBI Director Robert Mueller decried in Congressional testimony - that facilitated the boom in bad mortgage loans to illegals; which in turn is a root cause of the current financial crisis.

Sorry, but I have to agree with the subject of this article - what Chevy Chase did is wrong. There is far too much potential for massive fraud in this action; fraud that far outweighs the purported benefits of loosening the rules for illegals and possible terrorists.
