Hoover’s failing was starting the new deal. FDR campaigned on cutting spending in 1932 (massive lie).
He caused the recession of 1937.
Hoover actually sent money in 32 to the states who actually didn’t believe in helping people anymore than he did (moral hazard)...Hoover Dam came out of this last ditch effort...it was too little to late. Hoover also turned the army on war veterans in 32. This cost him votes. Roosevelt promised to restore prosperity- a chicken in every pot and so on. Hoover was seen as throwing money at business including the banks while allowing massive suffering among average Americans...it took 20 years before the American electorate was willing to take a chance on a Repub...Eisenhower-war hero.
