Waiving the Prohibition on the Use of Economic Support Funds with Respect to Various Parties to the Rome Statute Establishing the International Criminal Court
Memorandum for the Secretary of State
Pursuant to the authority vested in me by the Constitution and laws of the United States, including section 671(b) of the Department of State, Foreign Operations, and Related Programs Appropriations Act, 2008 (Division J, Public Law 110-161), I hereby:
determine and report that it is important to the national interests of the United States to waive the prohibition of aforementioned section 671(a) with respect to Barbados, Bolivia, Costa Rica, Cyprus, Ecuador, Kenya, Mali, Mexico, Namibia, Niger, Paraguay, Peru, Samoa, South Africa, St. Vincent and the Grenadines, Tanzania, and Trinidad and Tobago; and
waive the prohibition of aforementioned section 671(a) with respect to these countries.
You are authorized and directed to report this determination to the Congress and to arrange for its publication in the Federal Register.

My guess is that W signed it, not 0.
It hasn’t even been three weeks yet and he’s shown who he is loyal to and it isn’t us.
OK, I looked it up, this was signed by George W Bush. It’s his signature.
Now that makes a lot of sense.
Except that the document was signed by Bush, not Obama. The link I put up shows W’s signature, plus the date is Jan 16.
Maybe the inclusion of Kenya on the list says that W hopes that 0 will be hauled into court by Kenya for campaigning for Odinga? I’m pulling your legs.
We’ll need to research this a little deeper to find out why W did this. But surely it was W.
We don’t know why it was signed to be honest. Maybe time will tell.

When I go throught the federal register I think how the founders would have lost their temper at seeing it.
It has been a long three weeks. It is obvious he could care less about the American taxpayer no matter the group. Bet black Dems become the most disgruntled because they expected so much. I don’t think he cares unless they are Black Muslims. Black Republicans I know don’t like him any better then I do and some even less which is pretty bad.
So this 'thing' posted is 100% bullshit.
