California's 58 counties, whose payments are currently being withheld by the state to conserve cash, are beginning to fight back against Sacramento.
In Riverside County, the board of supervisors voted to sue the state to compel billions in payments for county-run social programs that the the state has put a money hold on. If the money doesn't begin to flow, supervisors voted to relieve the county of the legal responsibility to run programs like welfare and mental health services.
The Riverside Press-Enterprise has the details.
"We have been like punching bags and we have just been taking the punches," Supervisor Jeff Stone said. "Our financial integrity in this county is at stake if we don't take this very strong stand and draw a line in the sand to the state. . . . No money, no services."
In Los Angeles, the county is threatening to withhold any county revenues due to the state to fund local health and social services programs.

Counties are creations of the state. They have no rights (I’d have to read the California state constitution to be certain.)

Ya see the states have become like corporate stores or company branches, with the Federal Government being the corporate headquarters.

Public employees are starting to fight each other. They may try for taxpayer allies by insubordination to the big taxers and help shove off the entitlement parasites onto the urban cesspools.
That's not what they're saying. The counties don't send money. The state sends money to the counties to run welfare and mental health programs. The counties are saying "if we don't get the payments, then we are not providing the services".
I'd actually like to see a few counties shut down their welfare offices and send their clients elsewhere.
Different counties are using different strategies:
Riverside is saying “no money, no services” while LA is saying that they’ll keep the money.
Considering the rich agricultural lands of California are red counties, I suggest we simply split the state along the coastline, which is where all the blue meanies live anyway. They can keep Hollywierd and we get the San Joaquin and Imperial Valleys. We’ll let San Diego County vote which end it wants.

I’m getting my tax return done ASAP
so that perhaps I’ll get my refund back before
they think of trying this “delaying of refunds”
on a national level.
