Read the Senate's stimulus bill. It's called the "American Recovery and Reinvestment Act of 2009". Go to www.Thomas.gov and enter S 336 in the search field. Then check the Bill Number button, and search. On the next screen click "Text". This bill is broken into many sections due to its size.

Here's an interesting partion:

SEC. 1531. ESTABLISHMENT OF RECOVERY INDEPENDENT ADVISORY PANEL.
(a) Establishment- There is established the Recovery Independent Advisory Panel.
(b) Membership- The Panel shall be composed of 5 members who shall be appointed by the President.

SEC. 1532. DUTIES OF THE PANEL.
The Panel shall make recommendations to the Board on actions the Board could take to prevent fraud, waste, and abuse relating to covered funds.
SEC. 1533. POWERS OF THE PANEL.

(d) Gifts- The Panel may accept, use, and dispose of gifts or donations of services or property.

Now there is a group of people that can surely take care of protecting the financial interests of the American citizen.....and ensure the money is spent “correctly”.

The last election proved the old communist proverb, it’s very easy to make idiot voters out of ignorant people by promising them lots of free stuff. And then forgetting that the promises were ever made. Venezuela was the last to test if the proverb still worked, it did.

Tell me how spending millions for a report not due for a year on a National broadband Plan is stimulus in the “Stimulus Bill”.

Okay, what am I doing wrong? When I click on a one of the sub-porkers, I get a screen that says “Search results are only retained for a limited amount of time.Your search results have either been deleted, or the file has been updated with new information. “

I got curious and boiled down some of the allocations into the most compact form I could just to piss myslef off while reading it. Keep in mind, in no way do I claim this is a complete list, but the numbers listed are pulled directly from the bill. Most of the wording is so generic, it could be appropriated however they want.

Agriculture, Nutrition, and Rural Development

- $20.0 billion over the next five years to temporarily increase the maximum benefit under the Supplemental Nutrition Assistance Program (ie: Food Stamps)

- $2.8 billion to expand broadband Internet service in rural areas

- $4 billion for programs to develop rural communities and improve infrastructure

Commerce, Justice, and Science

- $3.0 billion for grants to improve the criminal justice system

- $3.0 billion for grants to fund science and technology research

- $1.0 billion for periodic censuses and programs

- $1.0 billion for programs of the National Oceanic and Atmospheric Administration

- $1.0 billion for the Community Oriented Policing Services program

- $2.4 billion for other activities. What ?

Defense

- $4.5 billion to the Department of Defense to repair, maintain, and renovate its facilities

- $350 million for energy-related research and development

Energy and Water

- $18.5 billion for energy efficiency and renewable energy programs (Ok, so what is the part for under Defense ?

- $8.0 billion to cover the subsidy costs of federal loan guarantees for renewable energy systems and electric transmission projects

- $6.5 billion for capital investments by certain federal power marketing administrations in electric power transmission systems

- $4.5 billion to modernize the nation’s electricity grid

- $6.4 billion for various other activities. WHAT ??

Financial Services and General Government

- $8.7 billion to promote energy efficiency and conservation at federal facilities

Homeland Security

- $1.1 billion for a variety of programs administered by the Department of Homeland Security. Variety ?

Interior and Environment

- $8.4 billion for the Clean Water and Drinking Water State Revolving Funds

- $6.6 billion would fund various programs, including capital improvements and maintenance for the Forest Service and National Park Service, the Superfund program, and wildland fire management

Labor, Health and Human Services, and Education

- $20.4 billion for programs administered by the Department of Health and Human Services

- $4.6 billion for employment and training programs

- $20.0 billion to renovate elementary and secondary schools

- $17.6 billion for Pell grants and other student financial assistance

- $29.1 billon for other education programs. What? I need some of this other stuff.

Military Construction and Veterans Affairs

- $6.0 billion in 2009 budget authority for military construction projects

- $1.0 billion for the Department of Veteran Affairs

Department of State

- $276 million would be provided to the Capital Investment Fund for specific information-technology (IT) projects

- $224 million for construction requirements of the International Boundary and Water Commission, United States and Mexico

Transportation and Housing and Urban Development

- $30.0 billion for highway construction

- $13.1 billion for other transportation programs administered by DOT

- $11.1 billion for housing assistance programs administered by HUD

- $5.2 billion for grants to states and cities for activities related to community development

State Fiscal Stabilization Fund.

- $32 billion would be allotted by formula, of which at least 61 percent would be used for education and up to 39 percent for general government activities. General ?

- $7.5 billion in EACH YEAR would be reserved for incentive grants to be given to states on a competitive basis in fiscal year 2010, based on states meeting specified criteria in how they spent their initial allocations. States would have to allocate at least 50 percent of those funds to local education agencies.

** this one is tricky. Read their end summary: "$79 billion would be spent by 2013, with the bulk of those outlays occurring in the first three years"

Other Provisions

Taxes, pay attention - $188 billion in tax breaks spread out until the year 2019 as follows

- for tax years 2009 and 2010, create a refundable tax credit of up to $500 for a single taxpayer ($1,000 for joint filers), but taxpayers above a certain undisclosed threshold would not get it.

- xtend through 2009 provisions that allow businesses to partially expense (immediately deduct from taxable income) a portion of their investment in most equipment and extend the period for which unprofitable firms, excluding firms receiving certain injections of federal funds, can use losses in an unprofitable year to receive refunds of previous income taxes paid (funds for unprofitable companies)

- increase the maximum credit allowed to $2,500 for higher education expenses

- opportunities for state and local governments to issue tax-credit bonds

- Extend by three years the tax credit for renewable energy production from various qualifying facilities, including wind, biomass, geothermal, and hydropower facilities

- increase the earned-income tax credit for taxpayers with three or more qualifying children to 45 percent of their eligible earned income For tax years 2009 and 2010

Unemployment Insurance and Other Provisions

- $27 billion to extend unemployment benifits for 2009 and 2010 (this is just for 2 years)

- $9 billion to raise unemployment benifits by 25.00 / week for 2009 and 2010 (just 2 years worth)

- $7.0 billion for incentive payments to states that adopt certain laws allowing currently unqualified people to qualify for unemployment

- $0.5 billion for administrative costs to states that adopt certain laws allowing currently unqualified people to qualify for unemployment

- $4.1 billion in 2009 for one-time payments giving extra social security to recipients

- $0.1 billion in 2010 for one-time payments giving extra social security to recipients

- $2.3 billion to any state that increases spending on Temporary Assistance for Needy Families (TANF) program

- $1 billion in 2009 and 2010 allowing the federal government to resume matching state expenditures of federal child-support incentive payments

Health Insurance for Unemployed Workers

- $40 billion over the 2009-2019 period to extend Medicaid coverage to certain involuntarily separated, unemployed individuals and their families AND assume 65 percent of the cost of COBRA health insurance premiums for up to 12 months for individuals involuntarily separated from their employer

Federal Medical Assistance Percentage

- $87 billion over the 2009-2019 period to increase FMAP (Federal Medicaid)

- $550 million over the 2009-2019 period for family-planning services to women who are not pregnant

Health Information Technology

- $31.0 billion over the 2009-2019 period for incentives in the Medicare and Medicaid programs to encourage providers to adopt health information technology (health IT). This boils down to Electronic Medical records, already mandated to be in effect in about a year form now.

I’m speechless. . . . $25/wk increase in unemployment benefits after all the BILLIONS that are being extracted from our taxes for all that STUFF. You can see how the average American is compensated when he is in dire straits.

This is all social programs for his agenda. Pay to play paybacks. I’m still waiting to see one respected, non partisan, economist who says this plan will do nothing but destroy what little economy we have left.

If we are broke & the money for this package has to be borrowed or just printed at random - how much interest that has to be paid on it - would be added to this fiasco?

They really don't want you reading it. You have to find every new title and open each to a new screen before it times out.
