Suit Alleges Fresno Police Misreport Crimes

"We need a true picture of what is going on in our city and if they're not correctly or appropriately classifying crimes, then we don't have a true picture of the crime in the City of Fresno," Rayma Church said.

Church says Manfredi has been targeted for retaliation because while on the stand in previous cases, he'd blown the whistle on officers he said were falsifying police records."

"Sergeant Manfredi believes that has been systematically enforced by Chief Dyer, and come down through the ranks and that's inappropriate," she said.

Church says affected police reports include all types of crimes from vandalism up to much worse.

"A possible assault when you're actually talking about a rape. So that's not a small matter, and it's of significant concern to a number of police officers, not just Sergeant Manfredi, and obviously other law enforcement agencies."

That’s just Clintonista Butch Reno’s old plan to reduce crime statistics....... if the rape can’t be proven it is unfounded and won’t be filed or reported as a rape. Thus rapes are down by 60% last year !

Butch never worried about rape anyway unless she got drunk with her dog and passed out first !

Key passage from the article:

Fresno police Sergeant Michael Manfredi is suing the City of Fresno.

Manfredi was fired by the Fresno P.D. in 2006 after internal affairs concluded he and other officers violated police policy during the arrest of Rolando Celedon.

He was reinstated by the civil service commission.

He is not a reliable witness since he's suing the city. This might as well be a press release from his lawyer.

They are featuring the mug of that liberal weiner newsanchor Monte Torres at the top of the page... ugh.

If the department is directing officers to deliberately mis-classify crimes it is a scandal of immense proportions. It would involve the fraudulent filing of official documents and the chain of involvement goes from the ranks directly up to the chief and could cover a period of several years. And, if federal grant money has ever been obtained as a result of the falsification of documents then there is the possibility of federal crimes. There is much more here than meets the eye.

It’s obvious and if determined “unfounded” they will get away with it.......Precedent is set, practice is nation wide, regardless of how much I do not like it !

I agree with yer angst and bewilderment yet these idiots have done this for at least a decade.

Stay safe !

"He is not a reliable witness since he's suing the city."

At one point, he would have been a patrolman. If he personally mis-classified reports under orders of his supervisors, and if he knows of others who also mis-classified reports per supervisory orders then he would be a reliable witness. What has to happen is that a LOT of officers would have to be interviewed, preferably by a grand jury.

I understand what you are saying, but if all this stuff is true, the plaintiff should wait for it to play out in court and not try to get Jerry Dyer tried in the press. If he’s right he will be vindicated. It isn’t right for KMPH to present the story as if it were gospel. That’s why I said he was not a reliable witness - he has an axe to grind. And the city likely can’t comment because they are the ones being sued. A lot of people don’t like Dyer because he goes after gang members and is an outspoken Christian.

The only comment I would expect from the City would be a denial that reports are deliberately mis-classified, and that anything further would be referred to the city’s attorneys.

There is much more here than meets the eye.

My eye, based on this article, sees a press release issued by an ambulance chaser representing a fired, disgruntled, FPD employee who is attempting an early retirement on the public dime.

Frankly, I'm surprised that Church isn't alleging the Manfredi is being harassed because he has direct evidence that the mayor and the chief of police are pedophiles.
