I think it means they’re going to have the grassroots (ACORN?) Obama supporters go around neighborhoods, polling residents, identifying supporters vs opponents vs undecided’s. I’d read something similar on FR a few weeks ago.

People who don't pay any taxes are standing at the bottom of the "socialist rat hole", being totally supported by what what you term "my" money.
The Democrats have locked in the votes of that magic "51" of the voters who either live off the taxes paid by others, or who otherwise support redistribution of income. NOW, what do we do about this situation?

This is basically the Democrat Voting Rights Act. It will be the job of ACORN to establish offices in every city to canvass all neighborhoods to let the voters that they have a right to vote for Democrats and that there will be consequences if they don't!
