I get it - this is a British paper, so "sub-zero" means below 0 CENTIGRADE = below freezing.
The actual temp was around 20 (F).

I'm not critical of the musicians. They were placed in a no win situation.
I criticize the event organizers, your federal government, who didn't consider that cold weather on January 20th might be a possibility and didn't arrange to have the performance area heated.

Whoopdie doo. This is done all the time.
As long as it was the same musicians who actually recorded the music, then there's no foul.
Would you rather have a great-sounding performance that was recorded, or a "legit" performance in the cold with out-of-tune instruments?

The temperature was not below zero. But that aside, I don’t see anything wrong with recorded music - but to pretend that it’s live is just tacky. No one would have cared if they had been unfront about the weather problem - this is inappropriate. obama’s team is not off to a good start.

I was at Dollywood before christmas, and watched their Appalachian band (string quartet) struggle through live performances in 25-degree weather. They did it though, live, without breaking their instruments or their fingers.

Their performance immediately preceded Mr Obama's swearing-in, in which he uncharacteristically managed to mangle the oath of office. Unless the oath was on a teleprompter, I wouldn't use the word uncharacteristically to describe the mangling. While he reads speeches on teleprompters very well, his extemporaneous speaking skills don't match his reading skills. (And, no, I don't consider memorized sound bites delivered in scheduled debates to be extemporaneous speaking.)
