What is so hard about cutting spending?

Tell the entire state there will be a 1% pay cut across the board.

Apply it to everyone, from the goobernator to the city rat-catcher.

It's NOT rocket science.

CA schools are near the bottom in ranking nationally. Students attend school half days almost every week because of teacher workshops. That is where Arnold could be cutting time.

School funding should be a local issue financed by property taxes as it was from 1850 to 1960.

The state should only be involved to the extent that it certifies teachers for public schools and tests the proficiency of candidates for public school graduation. Those standards and tests should be a uniform. One size fits all from East Los Angeles to Tiburon.
