The father, as head of his household, was replaced by welfare payments and food stamps. The titular (no pun) head of the household is now yo mama and the family is comprised of crack dealers, hos and welfare cheats.
Now it is apparent that it will never change.
Life means nothing to these creatures, many of whom are now mind-numbed degenerates who care nothing for another life.
Newest keyword out there now, "bailout". I would settle for a nuclear family (free) and mandatory education tiers that have to be met (already funded) myself.

They can throw all the money they want at it, but until they stop glorifying the rap, thug, babydaddy, droopy pants, bling, parrrtayyyy!, culture, nothing is going to improve.
It goes even deeper than that. The Great Society programs and ‘adjustments’, as you say, have required higher taxes. In turn, those higher taxes have resulted in many stay at home moms entering the work force to help protect their families from a lower standard of living (and in many cases, just to survive financially).
Thus, more and more children have been raised without parental influence for most of the daytime hours. That, in turn, has resulted in many of the Bad Things we see in society today, because without that influence many have lost their moral bearings.

One very unfortunate development has been the Section 8 and similar programs with the result of the demise of previously fine neighborhoods. Here the counties use it as weapons against the affluent and educated.
Consider that of that 12.8%, likely 6% are black males and maybe 2-3% are the age catagory we are discussing. So half the murders in this country are committed by maybe 3% of the population. Yep, more money for education is the answer to this problem. Why didnt we all see that sooner???????????

99.9% of the shootings here in Toronto are Black on Black, but don’t tell anyone, it’s a secret.
What about the other half? Were they all white, non-hispanic?
This 'Great Society' insanity has gone on for so long that the damage is impossible to repair. The result is a gigantic millstone around the neck of the segment of society that cares.
Our clueless, incapable Congress works overtime to prove that our founding fathers' experiment has now expired. It doesn't work because we have stuffed Congress with idiotic liberal pansies who are now able to put the finishing touches on our demise.
Solution?
Invest in fatherhood. Just might cure the problems in the black community.
