Actually I want to know what prompted the state to check out this breeder because she sold the Veep a dog? I heard her in an interview the other day and it sounded like she is a “natural” breeder — they have the most problems with local authorities... as someone who thinks the government has become way too involved with every aspect of our lives, including how we raise our kids and our dogs, I think this stinks.
This kennel apparently has also had some issues with the AKC...hardly a government agency.

Joe was just trying to take a bite out of crime.
To have problems with the AKC, you have to be pretty bad. Ordinarily they don't give a rap about anything but the registration fees.
As for Biden, you have to be pretty sharp and quite firm to win the respect and trust of a GSD. Although I don't know the man, he certainly hasn't given much evidence in public life of being either.
Although it may well be that he will hire a good kennelman to look after the dog while he is busy with affairs of state, and all will be well.

Everybody has a mental picture of what a kennel is, and it is probably wrong.
In Pennsylvania you are a kennel if:
1. You breed and sell more than X number of puppies a year,
2. You transfer even a single puppy to a pet store for retail sale, (I happen to agree with this)
3. You perform a training function (obedience, hunting, guard dog work, etc.)
4. You board dogs (even dogsitting in your home is being targeted)
If you do any of the above, Pennsylvania regards you as a kennel.
It’s probably similar in Delaware since the states are all being pushed in the same regulatory postures by the various “animal rights” groups.
My guess is that the local dog law officer took it upon himself to pull a snap inspection on the breeder because he read the name in the paper. They do 1 scheduled & at least 1 unscheduled inspection per year here in PA.
That was my second choice for a dog when we got our first one, but I decided that with our chaotic household and several small children a GSD would be offended and disturbed. They like order and reason and they take life VERY seriously.
On the other hand, Labradors take life as it comes, with a certain amount of foolishness but great joy, and they THRIVE on chaos.
So we have two happy Labs . . . .
