No unnatural acts by government to get us to change. That is the whole problem with the government trying to interfere with what type of cars we decide to purchase.

Then again, this viewpoint often prevails in poorer countries: “Build more coal fueled power plants!”

For example, in the Philippines:

“Proponent assures cheaper power rate with coal plant”

“AN OFFICIAL of Global Business Power Corporation (GBPC) assured Wednesday that Iloilo City will definitely have stable and sustainable electricity through a coal-fired power plant by 2011.

GBPC Executive Vice President Arman Lapus assured the Regional Development Council (RDC) that the coal plant project in the city will bring down the cost of electricity by some P2 to P3 per kilowatt-hour consumption.

In a briefing with members of the RDC infrastructure committee chaired by Mayor Jerry P. Treñas Wednesday, Lapus said the power cut will be triggered by privatization of some power plants of the National Power Corporation (Napocor) throughout the country.

He said there will be no more government subsidy for Napocor plants as soon as there will be a change in price structuring of its plants in Dingle, Iloilo which supplies power in Panay Island.

The National Government has sold two power plants in Dingle to the Singaporean firm Salcon Corp. for more than $5 million, and that electric power consumers will have to buy from the Wholesale Electricity Spot Market (WESM) in the Visayas Grid.

GBPC Assistant Vice President Adrian Moncada meantime said that power generated from the coal plant is much cheaper than those fired by bunker, diesel, gas and renewable or alternative fuel.

The sole private sector-funded coal power plant will be using a proven and tested mature technology, such as the circulating fluidized bed combustion (CFBC) and readily available raw materials like coal from Semirara, Antique and in surrounding countries like China, Australia and Kalimantan, Indonesia.

There will also be no danger to the underground water source since the coal plant will be using seawater and the so-called “desalination system of seawater” through osmosis reversion for its water needs in running the plant.

Treñas said two coal-fired power plants are to be established in Iloilo: one at Barangay Ingore with 164MW by GBPC and the other one at Barangay Nipa, Concepcion with 100 MW operated by the David M Consunji Inc. (DMCI).

Both plants are expected to be operational by early 2011.”
