It is not uncommon for the police in several foreign countries to be unarmed. In my vacation Europe, every cop there was unarmed.

I read somwhere that the guns of the railway police were not loaded; they are not issued any ammo for rotine patrol.

On my recent vacation I noticed...
Cops on Jamaica - Some armed, some not. Armed cops had more or less normal “cop” armament.
Cops on Grand Camen - Unarmed.
Cops on Cozumel - HEAVILY armed. Most had .38/.357 Mag revolvers and some form of short, very old looking, fully automatic weapon that vaguely resembled an Uzi but clearly was not. The Army troops (of which there were quite a few) appeared to be armed more or less the same as U.S. Army’s troops.

I read somewhere that the guns of the railway police were not loaded; they are not issued any ammo for routine patrol.
Barney Fife's Bullet - Because the town sheriff Andy Taylor (Andy Griffith) wouldn't trust Barney with a loaded gun, for fear of accidentally shooting himself or an innocent bystander, Barney never carried a loaded gun, but rather kept one bullet in his left shirt breast pocket. The only time he used his gun was to start the potato sack races for the annual Mason's picnic. Barney was jokingly called Barney the Beast, Barney the Fierce, Crazy Gun Barney and Fearless Fife by his fellow townsfolk's. On episode No. 9 "Andy, the Matchmaker" someone in town wrote the following limerick on the side of the Mayberry bank: "There once was a deputy called Fife, Who carried a gun and a knife. The gun was all dusty, And his knife was all rusty, Because he never caught a crook in his life." See also - "The Sheriff Without A Gun"

B.S. Sidhu, head of the Railway Protection Force for the Mumbai region, says that while some officers tried to fight back, there was little his force could do. Most police officers at the station — as they are throughout India — were unarmed or carried only bamboo sticks known as lathis.

these. They keep an eye on everything too. No sense of humor that I could see.

That is a microcosm of what is going to need to take place to confront terrorism — a massive uprising of the populace against it.
And if/when self-serving politicians and officials get in the way, they need to be slapped back in to their roles of servants of the people.
Othewise, things will continue as is, status quo, quid pro quo, give and take.

Q: What do you call an enraged crowd beating a muslim terrorist within inches of his life?
A: A good start.
To: WayneS
There is no reason for guns on Grand Cayman.
They have virtually no crime. It is one of the safest places in the world.
The only crime is petty theft and occasional domestic violence.

LOL
"B.S. Sidhu" is the guy's name.
