a) Learn from the consequences and make other choices
or
b) Alleviate the consequences and continue the behavior.
B, of course, is what our present society prefers. And we see it in all aspects of life.
How drunk do you have to be to soil your shoes?
In the future, they'll probably be requiring their citizens to get something akin to a "hall pass" to ALLOW them to venture out from the padded cells which have become their government-mandated "homes".

Women who are serious about their drinking
get dressed with the appropriate footwear
before they leave the house.
Their government would be remiss not to give them flipflops to help them cover their bare feet—just like ours would be remiss not to give grade school boys condoms to cover their bare—
Are they planning to have a stashe of flip-flops behind the bar so the bartenders can hand them out at closing time? What if someone doesn’t get a flip-flop and falls down on the way home? Does she get to sue? And what about the women who are not drunk? And the men....It’s only fair to apply the policy to everyone, so they should get flip-flops too.
It might not be so bad - I have some shoes that are uncomfortable....I’d like some boots, please. (It’s cold up here in Michigan.)

In another life, many years ago, these flip-flops would have been a signal to young men that those wearing them were, perhaps, a bit “easier” than the others.
Officers will carry bags of the blue, unisex flip-flops on their rounds and will hand them to anyone who looks a little unsteady on their feet.
The rubber shoes, which carry printed messages about safe drinking and alcohol limits, will also be available free-of-charge from the council’s ‘Safe Bus’ on the harbourside.
That could get confusing to anyone who calls them ‘thongs’ instead of ‘flip flops’!
