Oswald did it, by himself. He had recently been in Cuba and Castro implanted the idea to pay back the Kennedys for trying to kill Castro. That's the unspoken reason for the embargo.

I think you're 100% correct.
I seem to remember reading somewhere that LBJ went to his grave thoroughly convinced that Castro had been responsible for arranging JFK's assassination.
