You notice how they solve this. They go to shore and start threatening the cheerleaders. They don’t waste their time trying to catch flies with a pair of tweezers out in the ocean. They go to the source and rough up the relatives. Same thing the Navy and Marines did back in the day when the pirates of Algeria were all the rage with the locals.
