I’m not a computer geek, so I’m the wrong person to ask.
OPINION:
In a sense you’re downloading it to watch it, but you aren’t downloading it and saving it — you’re viewing it.

That’s probably a count of viewings, so technically, it was downloaded, at least temporarily, that many times. And it is possible to save those files to video. There are several Firefox add-ons that will do it.
