If all of the people in a crowded restaurant decided to get up and walk away without paying, only a couple of people would get caught. Luckily, the Rule of Law keeps this from happening.
But when the leaders ignore the Rule of Law, thinking they're above it in king-like manner, it flies in the face of the trust people place in their elected leaders. It defies documents such as The Ten Commandments, the Magna Carta, the US Constitution and so on. It makes people want to take action, to protect their life, liberty, and property.
Look at the video of Paulson's press conference today. If you can read body language, you can see that there's stuff he didn't want to fully disclose - like for example, what "facts" changed Mr. Secretary? Now you can only ask why he didn't want to fully disclose those facts.

Non-borrowed reserves is a measure of the amount of money banks are required to keep "on reserve" with the Fed.

This is money going to banks, basically. A crapload of T-bills have been issued, then you've got the bailout bucks...and it's all sitting on the books of the big banks. You can see that here:
