What does Michael Ladeen say about this? In his expert estimation, Iran lies about technical triumphs all the time. So is this another canard, or the real deal?

Solid fuel definitely does not make a missile more accurate, the Koran notwithstanding. What it does do is make it much more reliable and available with very little preparation. Liquid fueled rockets have better control and better energy density, but the fuel is touchy and requires a lot of maintenance. It is very difficult to manufacture solid fuel with enough consistency to make a useful weapon. These may or may not be useful weapons, clearly, they are intended to intimidate their neighbors and impress their own populace, for which purpose they may be effective.

It is so good that the first stage landed back on the launch pad and the second stage went around world twice and landed atop the first stage ready for launch.
