Maybe he CAN foresee the damage his plan will do, and it's part of a larger plan to consolidate power in the hands of his friends and benefactors.
That question, taking as a premise that he can't foresee the damage inflicted by his tax and other plans, presumes that he has the best interests of ordinary Americans at heart, and that supporting those interests is his primary goal.
This is like people saying that socialism doesn’t “work” - it WORKS, if your goal is to have the masses under the control of a few of the ruling class.
