Whats the diff?
In communism, the government owns the cow, you milk the cow, the government gets the milk.
In socialism, you own the cow, you milk the cow, the government gets the milk.
In terms of the distribution of the milk, there is no difference. Obama is a socialist, though.

He is a socialist. He has not (so far) come out in favor of the government entirely owning all the means of production, which is what a communist would advocate. However, the very concept of wealth redistribution is a socialist one. He’s close to the edge of socialism and communism, and it wouldn’t surprise me in the least if he later advocated nationalisation of various industries.

Is Cuba communist?
The Cuban people, it seems, work at jobs owned by the government, and get paid (very little) by the government.
Whatever it is, it isn’t working. The people are beaten down. The intrastructure of the cities are in ruin. There is very little adequate housing, and it is getting worse.
Is that communism?
