Executive orders are only applicable to the executive branch. The administration of elections is the jurisdiction of the states. There is no way an executive order could be enforced on the states as to how they run their elections.

Course Bush still believes US soldiers will be hailed as liberators and that Iraquis will throw roses at their feet (this after 5 years, a trillion dollars, and all those young lives lost).
