Reread it, the finding is an opinion ‘she abused her power’ but she didn’t break the law. It isn’t that the statue isn’t a law, they gave the opinion she abused her power, but the conclusion she didn’t break the law.

The opinion is that she broke a law by abusing her power in her actions WRT Trooper Wooten, but that her actions WRT Commissioner Mongean did NOT break a law.
