she broke a law by abusing her power in her actions WRT Trooper Wooten,
but that her actions WRT Commissioner Mongean did NOT break a law.

I don't see how hard this is to understand.In spite of that, Governor Palin’s firing of Commissioner Monegan was a proper and lawful exercise of her constitutional and statutory authority to hire and fire executive branch department heads.

You are reading into the opinion statement as a conclusion, ignoring the 'in spit of that' transitional statement. The opinion of 'abuse of power' was not a conclusion, it was a way for them to throw an opinion in there. The conclusion stated was she was within her rights under the law.
