I think there were only 19 members of the CBC who voted against it. I looked into this yesterday matching the NO Vote names to members of the Black caucus. I may be off one or two.

THey all wanted the bill to fail so they could continue blaming the republicans for the crisis.
The black caucus was promised that the bill would be amended in the next round and Acorn money would be restored.
