I refer you to this discussion regarding only bailouts when actual mortgage documents are delivered:
BailOut the other BO. Asking the unasked?

HOT DAMN! Prepare for the total anniahlation of OBOZO tonite. I can’t wait to see him with no teleprompter. I wonder if he will have an earpiece so his thinkers can tell him what to say.
My 3rd District Congressman Zach Wamp says NO BAILOUT...
Thank you, Zach...
:)
Fox News is reporting that Senate sources are saying to expect a Bill out tonight by midnight. I’d like to know which Senate sources. Probably Dems lying again. Roy Blunt was asked about this earlier on Fox News, and he said he hadn’t heard this, and wouldn’t say that it would happen as things stood at the moment.
You can bet Obama will have an invisible earpiece, like Spongebob taking Mrs. Puff's driving test. Except Spongebob is far more intelligent.
All spending must originate in the House...
The somewhat misleading headline portrays what is a vanity as a news statemnt.
Not familiar with that part of the Constitution. Are you thinking of bills for the raising of revenue?
Article 1: Section 7: Line 1:
All bills for raising Revenue shall originate in the House of Representatives; but the Senate may propose or concur with Amendments as on other Bills
That’s exactly right, and pelosi say’s she won’t do this without republican cover.
Yes. It’s also been interpreted to include spending, altho the wording is ambiguous.
Federalist 66 - Alexander Hamilton said “The exclusive privilege of originating money bills will belong to the House of Representatives.” This phrase could easily be construed to include taxing AND spending if we’re looking at original intent.
Regardless, in practice, CONgress pretty strictly adheres to the rule.
