Not familiar with that part of the Constitution. Are you thinking of bills for the raising of revenue?

Article 1: Section 7: Line 1:

All bills for raising Revenue shall originate in the House of Representatives; but the Senate may propose or concur with Amendments as on other Bills

Yes. It’s also been interpreted to include spending, altho the wording is ambiguous.

Federalist 66 - Alexander Hamilton said “The exclusive privilege of originating money bills will belong to the House of Representatives.” This phrase could easily be construed to include taxing AND spending if we’re looking at original intent.

Regardless, in practice, CONgress pretty strictly adheres to the rule.
