I recall from my scribbling days in the 70s that a city council member claimed “indemnification” from slandering a police officer during debate on the cost of police equipment. It wouldn’t surprise me to discover congresspeople had passed law covering their tracks even when a non-prominent person was involved.

Don’t members of congress have some exemption of long standing from suits related to what they say while on the job ?

Only for acts that are legislative in nature. Talking to the press isn't one of them, even if they are just repeating what they said on the floor of the House. See the link in post #99.

That is not a defense. It has to be while performing legislative duties.

Judges have been successfully sued for violations of civil rights of their underlings if they were "administrative acts" rather than judicial acts.
