First US emissions market serves as trial balloon

When 10 states in the U.S. Northeast launch the country's first cap and trade emissions market this week, their greatest service to the fight against global warming may be the mistakes they make.

In the absence of guidance from the Bush administration on how to regulate greenhouse gas emissions, the states from Maryland to Maine stepped forward to form the Regional Greenhouse Gas Initiative.

The program will cap emissions of carbon dioxide (CO2), the main greenhouse gas, at 233 fossil fuel-fired power plants starting in January. RGGI, to be launched on Thursday, will serve as a live model for Western states and Canadian provinces that hope to form a regional carbon market by 2012.

It may also become a blueprint for an eventual U.S.-wide initiative to limit emissions, since both presidential candidates -- senators Barack Obama and John McCain -- favor "cap and trade" markets which U.S. lawmakers invented to successfully cut down acid rain and which have been used in Europe to tackle greenhouse gases since 2005.

"It's a lot easier to design from a prior model than it is to start with clean sheet of paper," said Seth Kaplan, a lawyer at the Conservation Law Foundation in Boston, referring to the RGGI process.

RGGI will launch with an initial auction to sell power generators about 12.5 million tradable permits each worth one ton of CO2 emissions. Generators that cut emissions below the limits, through measures like energy conservation and green energy investments in solar and wind, will then have assets -- the permits -- they can sell to generators that could not cut emissions. More auctions will follow on a quarterly basis.

Such a “market” will do harm. ...yet another way for the big companies to stomp on domestic competition.

How soon before private citizens with generators are labled “production facilities” and extorted into buying carbon credits from this sham operation?

The first mistake was believing that there is such a thing as man-made Global Warming. Second mistake was believing that reducing carbon dioxide emissions would have any beneficial effect on the climate. Third mistake is thinking that the climate of the Earth depends on "guidance" from Washington DC.

But once everyone complies (eventually), the “paper” would become worthless, no market to trade a carbon credit... This just sounds so stupid, of course it’s real. WTF. This is the kind of BS that got us here to this current financial mess. This carbon “market” will just steal money.

brown outs will become common, as utilities cut back on generation to avoid this TAX, blackouts are possible for the same reason an easy way to avoid this Carbon tax..the state of MD had our sales taxes raised by
the Demorat Gov and legislature, then they announce that we have a tax short fall as people of the state cut back spending this year..bad times here in Maryland and it looks like lights will be going out across the state with this global warming nonsense..

How many permits do I get if I set up a nuclear reactor?

How many permits do I need to operate a hydrogen powered car, which emits water vapor, 32 times more powerful a "greenhouse gas" than carbon dioxide?

How many permits do I need if, after eating certain foods, I happen to "emit" a lot of methane?

Imagine an ice cold mug of root beer. Now imagine chugging it and letting out a good belch. Now forget the whole thing because you can’t afford the carbon credits to drive to the store to buy the rootbeer or run your fridge to chill it.

I am not sure how we took a pass on this but NJ is out for this year. Apparently we couldn’t get our ducks in a row quick enough. Maybe after the first years debacle we will opt out on a permenant basis.

I try to explain it to my kids this way. Company X pollutes, company Y doesn’t. I, being the carbon credit overseer issue each company 100 credits. When company X needs those credits to continue business they will purchase them from company Y. Company X and company Y don’t produce any less carbon but they exchange dollars to stay in business AND the overseerer gets a rake on the top. Pollution stays the same only we as consumers will now get to pay the overseerer and company Y for not polluting.

Slowly my kids are moving into the Conservative column.
