Soon after entering office, Mr. Nutter hired a new Police Commissioner Harold Ramsay, the former Washington D.C. police chief to replace the outgoing chief who resigned with the end of former Mayor John Street's administration.

Mr. Nutter ignited some controversy by not following the usual policy of the Philadelphia Police Department of appointing a commissioner from within the ranks of the department.

Mr. Ramsay has since implemented some reforms such as reducing the number of uniformed police in administrative positions and assigning them to uniform. He also implemented aggressive law enforcement and routinely meets with community leaders.

Experts in law enforcement have credited Mr. Ramsay and Mr. Nutter with the reductions in homicides this year.

Good to see The Bulletin still hanging in there and getting out the news.

A lot of violent crime prevention sounds, silly enough, like marketing. In particular, market segmentation.

An easy statistical analysis of violent crime by type clearly shows where the problems are. They allow you to ask the right questions.

For example, if there is a jump in domestic abuse and homicide cases, there is a good chance that there is a root cause, as well as an indirect means of reducing those numbers. Maybe a big factory closed and unemployment is high, etc. This means that the crime is a symptom of the problem, and the solution might be through non-police means.

If there is a rash of drug crimes, or crimes involving the same drug, there might be a new pipeline into the area. This means there are two problems, not just one.

Drive by shootings also point out that there is loitering—targets for the drive by shooters to shoot at. Fewer targets, fewer shootings. While it takes care of the obvious problem, homicide, it sweeps the gang problem under the rug.

Robbery, burglary, serial fraud, are very pattern heavy crimes, so a lot of data mining needs to be done in the background.

The one surprising element that is used out West, but not in the East are civilian deputization programs. Sometimes called “auxiliaries”, they are a great way to reduce crime in problem neighborhoods.

Then mayor Giuliani used concentrated police to clear out bad neighborhoods, that once clear were much easier to keep clear. But few police departments could concentrate that many police in a small area for weeks at a time. This is where auxiliaries could be used. If only one out of five are police, that is still a potent, anti-crime presence.

I’m going to a Navy reunion in Philadelphia in October. My daughter from Maryland and my son from Maine are joining my wife and me for one on my days there. I assume Philadelphia, like Minneapolis, have some areas that are safer than others. Would that not be a reasonable assumption?

Yes, but still rather have Frank Rizzo as Mayor.

The liberal presstitutes were teasing him about his pro death penalty policy.

He invited them to a press conference to announce a change of mind, he teased that he would announce he was now against the electric chair.

At the press conference he said yes, it's true, he was now against the electric chair.

In order to save the taxpayers money, he was now in favor of the electric bench!

Yes, there are some relatively safe areas/tourist areas. Certain sections of the City are horrendous, others are decent. It really all depends on the neighborhood.

Stay east of 40th street and south of Spring Garden and you should be fine. Northeast Philadelphia is not too bad either. If you want good cheese steaks go hit Tony Luke's at Front and Oregon in South Philly.

I used to live about 7 blocks from there. Still own the house.

Go to Geno’s for cheesesteaks. He is the guy who said you must speak English and he stood by it when the city threatened him.

Go to Nick’s for great roast beef sandwiches. Rush Limbaugh went there and loved it.

I love Joey Vento's politics but sadly I have to say I was not impressed by his cheesesteak. May God have mercy upon my soul.

My then-gf-now-wife and I would frequently go to Tony Luke's when we lived in West Chester and King of Prussia. We make sure when we go back to visit friends and family to hit Tony Luke's... no matter how far out of the way we have to go to do it.

Hey, the Philly gov’t knows exactly how to handle this problem! They’ll just persecute the Boy Scouts of America some more and drag Joey Vento back into court to complain about his “Please speak English” sign in the window of Geno’s steaks.
The Democrats in Philly, as in everywhere else, are total morons.
