WASHINGTON (AP) The 2008 Republican platform, in language that is hostile to illegal immigrants, says the makeup of Congress should be determined by counting only those legally residing in the United States in the next census.
"The integrity of the 2010 census, proportioning congressional representation among the states, must be preserved," says the platform language, which is a reinterpretation of the Constitution that could affect how congressional seats are apportioned. "The census," it says, "should count every person legally abiding in the United States in an actual enumeration."
The 14th Amendment of the Constitution, ratified in 1868, says representatives to the U.S. House "should be apportioned among the several states according to their respective numbers, counting the whole number of persons in each state, excluding Indians not taxed."
"Our mandate is to count all residents regardless of legal status," said Mark Tolbert, a spokesman for the Census Bureau.
The bureau does not ask questions about legal status. Immigration groups have put the number of illegal immigrants at up to 12 million out of a U.S. population of more than 300 million.
Michigan Republican Rep. Candice Miller has proposed a constitutional amendment specifying that congressional representation "shall be determined by counting the number of persons in each state who are citizens of the United States."

Problem solved, don't tax them and call them Indians which is true and a fair comparison.
It was NEVER the intention of our forbearer's to include the enumeration of non-citizens when apportioning Congressional districts.
REinterpretation?? Where in the US Constitution does it say that non residents (who cannot legally vote) should be included in the apportionment of congressional (elected seats) districts?

Actually you are wrong completely on this. The original Constitution counted blacks and natives as 3/5ths a person. The 14th Amendment changed the verbage and eliminated this.

If Indians were excluded, it is clear the intent was only to count citizens. why should not citizens be represented?

This language is NOT hostile to illegal immigrants, this language is required to live by the “equal representation” ideals of a democratic republic. Non-citizens cannot vote, so the apportionment should be based on citizens only, or some districts will be ‘rotten’ boroughs of illegal immigrants. Look up Baker v Carr.
Non-citizens are voting with the help of traitors who wish to bring about the collapse of the Republic from the inside.
And recall that this was a compromise to keep the Southern states in the fold. The non-slave states did not want to count them, since they knew if illegitimately inflated slave state political power.

Just like the spineless GOP to say the census “should” only count citizens. Proper word usage would be, “the census MAY ONLY count citizens...” C’mon GOP, show a little back bone!
Well well. Here's the old Hispanic Nose-Count Demographic Hosshiite raising its ugly head once again.
Sure there are 12 million illegals ... in California. If you take in the rest of the country, a more accurate number may well be over 25 million. Who knows?
In fact, illegals, and their 2d, 3rd, and 4th generations will make Hispanics fully 30 percent of our population. It is not a question of "IF." Simply "WHEN?" If we run our border according to law, it will still happen, just take a bit longer.
