Maybe Obama thinks Canada is part of the 57 states? Or Canada doesn’t count...sort of like Alaska to the early critics so far.

Yes. It’s a Canadian consortium that is funding and building it.
When the US Congress was in the process of authorizing it, the producers and pipeline operators told congress that because there was so much uncertainty on the future price of gas, they would not be able build the pipeline unless they were guaranteed a minimum price.
So, Congress set a minimum/floor price of $5.50/mcf. If the price of natural gas falls below that, the feds/taxpayers have to make up the difference.
It was this floor price that led the democrats in the legislature and Palin to reject the deal that Murkowski negotiated with the oil companies. In fact, the deal that Murlowki made played a big part in his defeat by Palin.
