The FBI is investigating how a California firm won a state consulting contract worth almost $1 million in connection with the massive GRIP transportation bond program.
Agents have been interviewing people involved in awarding contracts to CDR Financial Products LLC, and are looking at its political contributions to political action committees established by Gov. Bill Richardson.
The $1.6 billion GRIP bond program is one of the biggest in state history and has been used to pay for road improvements and the Rail Runner commuter train. GRIP stands for Governor Richardson's Investment Partnership and was approved by the Legislature during a special session in 2003.
GRIP bonds are administered by the New Mexico Finance Authority, which handled the bids and selected Beverly Hills-based CDR in 2004. The Authority's executive director, William Sisneros, was out of the office this week and unavailable for comment.

One of the PACs under scrutiny in connection with the contract award is Si Se Puede!, which was formed in 2004 to pay the bills for Richardson and his staff to attend the Democratic National Convention in Boston, where Richardson was convention chairman. The committee raised $191,000 and $130,000 of that came from financial companies involved in the GRIP bonds.

The other PAC is Moving America Forward, which Richardson formed to register new voters for the 2004 election. It received a $25,000 contribution from David Rubin, the head of CDR.
At the time the contributions were made public, Richardson's office said the companies had won the state bond work through a competitive process and there was nothing wrong with accepting the contributions.

It is a bad day for King Bill, his GRIP program is under investigation, he did not get the VP nod but another sitting Governor did Governor Sarah Palin. With that nomination any Cabinet position just went out the window.
