i bet a lot of govt. grants to the diocesan catholic charities and hospitals is steered his way and doesn’t want to rock the boat.

This article is not really true. The following explains that he did republish the USCCB press release and is scheduled to "publish his response to Pelosi in a Friday column for the archdiocesan weekly, Catholic San Francisco.":

In addition to republishing the USCCB statement, I understand that Niederauer is also publishing a statement in the upcoming issue of the archdiocesan newspaper, due for printing this Saturday.

I'm going to wait and see what he has to say prior to rendering any personal judgment on him...

Niederauer was a bad appointment, I’m afraid. For the most part, newly appointed bishops have been big improvements over their predecessors, but he seems to have been a sorry exception.
