That is NOT what the report said.
Read it again.

The report also criticized the Georgian government, saying the use of drones over Abkhazia violated the separation of forces agreement and that “this kind of military intelligence-gathering is bound to be interpreted by the Abkhaz side as a precursor to a military operation, particularly in a period of tense relations between the two sides.” It noted that the United Nations had notified Georgia on April 7 that the drones violated the cease-fire agreement.

{note: The report does not state "Georgia provoking a confrontation with its neighbors in violation of international law" as you state.}

Officials in Abkhazia had claimed that the Abkhaz military had downed the drone with one of the de facto government's L-39 jets, a dated airframe with a single tail fin that is typically used for training and bears little resemblance to the jet seen on the video.

The report made clear that the United Nations did not accept the Abkhaz explanation and that Abkhazia refused to cooperate with investigators.

You would’ve heard more about it if Russia hadn’t launched a blitzkrieg on Georgia’s cyber resources starting in July. They wanted to cut them off from the rest of the world.

The Roki tunnel is only the half of it. A couple of months before this they fixed a rail line in Abkhazia so they could bring in more troops and armor. Probably why this Georgian surveillane drone was blown out of the sky by a Russian Mig: http://ca.youtube.com/watch?v=BypnhFI7HGY

Contrary to the recent actions of our own government, the United States has no real vested interest in the ethnic/cultural problems in Georgia and neither does NATO.

If Georgia wishes to remain oriented toward the West (imo) its going to have to develop a pragmatic approach to its situation. This means reaching a negoiated settlement with Russia, Ossetia, and Abkhazia. Georgia (and Ukrane) may also have to settle for permenant junior status in NATO.

Both countries could add real value if they adopted a hybrid approach to their foreign policy, one that shows theri preference for the West but also recognizes geopolitical reality.

Yes, the Georgian drones violated the 1994 cease-fire agreement. For once we agree on the root cause of the problem.

What's also amazing is the general state of apathy for a free republic, a nation like Georgia ruled by law that has been invaded.

Unimaginable. We have some Western media all but apologetically rationalizing what the Russians did.

I'm 100% convinced that the enlightenment of man and the era of freedom will soon come to an end. Even here in America, the entire concept of freedom has become perverted to the point where all it means is an abortion on demand and the right to burn a flag or scream obscenities. When the concept of freedom has degenerated to nothing more than another buzz word hollowed out in it's meaning, when free nations no longer are willing to stand on each others side, when the average free man no longer sees a threat, or thinks his freedom is for granted, freedom will die. So grab your Che shirt, go burn a flag, and protest Iraq, but don't worry about what is happening in the Philippines, Thailand, Georgia............

Think about this, in 2008 we have US Presidential candidate running on a platform that more or less advocates socialism (Of course not called such) which runs completely against the most basic tenets of what our Founding Fathers wanted and envisioned, the most basic elements which keep a society free. You have a popular candidate who even uses the likeness of Che in his posters, and most Americans think it's cool, and the critical media, the watchdog of democracy as they like to see themselves as, completely ignores it while they beat their agenda and chase ratings. Stalin once said that a capitalist will sell you the rope with which you will hang him. Why are we doing trade with China today and looking the other way? Why will the West not really take any serious actions against Russia? Yes, ultimately Georgia will simply be sacrificed. Today the average free man is apathetic and irresponsible to his relationship with freedom the power of choice.

I truly believe that we will see an end to the rights and freedoms we today enjoy in my lifetime. Americans like many others will willfully surrender their freedoms because they don't even know what it means to be free anymore. Georgia, like the apathy for the cause of freedom in Iraq, or the candidates socialist agenda's..... these are signs, signs of a time that is far different than when men spoke of "Give me liberty, or give me death." Today's kids grow up knowing who Malcolm X was, but wouldn't be able to point out Patrick Henry in a line up. In such an ignorant mess of fools who think they are rich because they have chrome spinners, do you really think then when push comes to shove they will stand by Georgia? Like the Germans who quickly forgot our devoted support of 50 years and benevolence after WWII, they after 911 backpedaled as quickly as possible out of any and all responsibilities and their efforts to help us and democratize Afghanistan is token. The West at large is doomed, and not because of AL Gores Global Warming.

in the form of an ideology which under many various names is essentially secular/anti-God/anti-family, economically dysfunctional, breeds irresponsibility and decadence..... The beginning of the end was home grown and had leaders like Marx, Freud, and Nietzsche. Like a virus this disease is one that decays a great society and makes it into mush.

Yes, those virulent German ideologies, pronouncing the death of God and replace Him with Uberman or Ubermans. Looks idealistic and romantic on the surface, but underneath dehumanizing, destructive, and ruthless. They dismantle existing social structure and culture, leaving inhuman bureaucracy, a far inferior substitute.

It's so happens Georgia's president & government is pro-Western and grasped the Russian threat, which has become a very grim reality. Russia under the totalitarian Putin mafia is the enemy of the free world -- and must be treated as a direct threat now, while there is still time.
