It's especially difficult when the workforce is owned by the mob infested unions, undereducated, antagonistic and full of unearned respect that they can't compete with 3rd world workers.

The majority of these cities have black majorities or pluralities. Scranton is the most noteworthy exception, largely populated by elderly neer do wells of Irish and Polish ancestry.
